City Administrator Search Firm Wants Out of Contract

Human Resources Committee is recommending that the city part ways with Florida-based Colin Baenziger & Associates in a mutual agreement.

Editor's Note: This article has been updated at 10 a.m. Thursday with a clarification about the potential contract prices with Voorhees. The search firm hired to look for the next city administrator for Waukesha wants to walk away from the contract — and it looks like the city is willing to do just that. The city's Human Resources Committee Wednesday unanimously agreed to recommend that the Common Council vacate the contract and pay Florida-based Colin Baenziger & Associates $5,000 on its $20,500 contract. The committee is also recommending the city enter into a contract for up to $15,500 with Voorhees Associates to finish the city administrator search. Waukesha's Human Resources Committee will take up controversial topic as search begins for next city administrator.

The City of Waukesha’s Human Resources Committee will be taking the first looks at what the next city administrator’s role should look like as the Common Council prepares to hire the next top executive. The city administrator position has been a controversial one since Mayor Jeff Scrima took office. His clashes with then-City Administrator Lori Luther were sometimes public and ultimately lead to the Common Council removing Scrima’s supervisory role over her. The council’s decision made it clear that Luther was to report to the Common Council, which is the body that makes city decisions. Scrima is a part of the Common Council but can only vote in a tie. Waukesha Common Council approved funding for city administrator position during the 2012 budget process.

Now that the city’s budget controversy has come to a close, the next step is to begin the hiring process for the next city administrator. Director of Community Development Director Steve Crandell has been acting as city administrator since August when Lori Luther left for a position in Peoria County, IL. While some attempts to remove the city administrator position from the 2012 budget were made by Alderman Eric Payne to save money next year, the Common Council agreed to staff the position beginning March 1. Waukesha has been operating with interim city administrator since August.

It’s been awhile since anything has been said about the search for Waukesha’s next city administrator. While there is still a lot of work to do, such as establishing a job description and posting the job position, the Human Resources Committee will hear an update about the status of the city hiring an executive search firm to seek candidates for city administrator. Waukesha's city administrator leaves post after three years to become Peoria County administrator.

Waukesha’s  city administrator spent her final hours being employed by the city saying “good bye” to the coworkers and friends she had made while working for the city since 2008. Luther is leaving Waukesha to take the Peoria County administrator position, which is a significant increase in job status and salary. “The city has been lucky to have a rising star for the last several years,” Alderman Paul Ybarra said during a special recognition of Luther’s work Thursday night during the Common Council. “The fact that you are receiving a $30,000 raise tells me that Waukesha had a heck of a deal for quite some time.” After the presentation, the majority of the people in the Common Council meeting gave Luther a standing ovation for her work. …

The Human Resources Committee agreed unanimously Thursday evening that it wants to hire an executive search firm to begin searching for the next city administrator. City Administrator Lori Luther’s last day in Waukesha is Aug. 5 as she is taking the county administrator position for Peoria County, Illinois. City Administrator Search Discussion Scheduled for Thursday

Human Resources Committee wants to begin work on finding candidate to replace Lori Luther.

After already delaying the discussion about beginning the search for the new city administrator per the request of Mayor Jeff Scrima, the Human Resources Committee has scheduled that discussion to take place at 5:30 p.m. Thursday at City Hall, 201 Delafield St. Luther’s last day in Waukesha is Aug. 5. She is moving to Peoria County, Illinois, where she will take the top post of the county administrator later in August. Alderman Roger Patton is asking that the HR Committee start the work to replace Luther by hiring an executive search firm, which would be a similar process when Luther was appointed to the position. Committee Advances Salary Proposal for Acting City Adminstrator

Discussions about beginning search to replace City Administrator Lori Luther on hold after request from Mayor Jeff Scrima.

Community Development Director Steve Crandell will be paid the same salary as current City Administrator Lori Luther if the Common Council approves the Human Resources Committee’s recommendation in August. The committee voted Wednesday night to give Crandell a raise for the duration of the time that he is acting as city administrator. The city administrator’s annual salary is about $117,000, which will be averaged out per pay period during the months that Crandell is responsible for two city positions. Luther’s last day in Waukesha is Aug. 5, and she is leaving to take the Peoria County administrator position in Illinois.
