New Waukesha County Judge Sworn Into Office

Former Waukesha County Assistant District Attorney Lloyd Carter replaces Judge Kathleen Stilling, who lost election in April.

When Lloyd Carter’s mother left Europe and escaped all the painful memories that came with losing her entire family in World War II, she was seeking a better life – the American Dream.

Decades after arriving in the United States and going through the hard work of becoming an American citizen, Carter’s mother was able to watch her son take the Oath of Office on Thursday after he was elected judge to the Waukesha County Circuit Court where his first assignment will be in family court.

Lloyd described his mother as “the toughest lady I know.”

“She came to this country to find freedom and new opportunity,” said Carter during an emotional moment of his judicial investiture.

Carter also repeatedly thanked his supporters for helping him to be elected to the bench and especially thanked his wife. Carter, a former assistant district attorney in Waukesha County, – or 67 percent of the vote – over former Waukesha County Judge Kathleen Stilling, who was appointed in 2010 by then-Gov. Jim Doyle.

“I would not be standing here today without her involvement,” Carter said about his wife.

Waukesha County Deputy District Attorney Steve Centinario read a statement from Waukesha County District Attorney Brad Schimel, who was speaking at an out-of-state conference, about Carter. Schimel in the statement described Carter as the “brightest, hardest-working and personable attorney” in the office.

“He was reliable as a Swiss clock, whether anybody was watching or not,” Centinario read for Schimel.

“Congratulations, Mr. Right Stuff,” Centinario said personally.

Centinario expressed that the district attorney’s office will be losing a well respected attorney as Carter is taking the bench.

“The district attorney’s office’s loss is our gain,” said Waukesha County Judge Ralph Ramirez.
