Verbal WCTC Shooting Threat Ends in Misdemeanor Charges

A 19-year-old Waukesha woman who was suspended from Waukesha County Technical College is accused of threatening a staff member after she was told she couldn't re-enroll in the school, according to a criminal complaint.

A former Waukesha County Technical College student is accused of threatening to shoot people at its Waukesha campus at 327 East Broadway, according to a criminal complaint.

Rhain J. Upton, 19, of Waukesha, was charged Tuesday in Waukesha County Circuit Court with disorderly conduct and possession of drug paraphernalia. If convicted, she faces up to 120 days in jail and $1,500 in fines.

Upton was suspended from campus in February after fighting with and threatening other students in February. She was told she needed anger management classes before she could re-enroll, according to the criminal complaint.

Upton called the WCTC Waukesha campus on May 28 looking to register for school, the complaint states. When she was told she couldn’t re-enroll, she threatened to shoot a past teacher and another employee at the school, the complaint states.

“You know what, I am going to,” Upton told an employee at the school before hanging up the phone, the complaint states.

A Waukesha police officer arrested her in the 200 block of West Main Street. The officer located a syringe, tin cooker and cotton balls, which she said she used to inject Percocet, according to the complaint. Upton also admitted to snorting heroin.

Upton denied making the threats, the complaint states, and claimed she told the school employee she understood why the school wanted her to take anger management because of school shootings throughout the country.

Upton is scheduled for an initial appearance on July 8.
