Undercover Drug Buys Net Charges Against Milwaukee Man

Police worked with confidential informants to make four buys in an eight-day period from the same man.

Four arranged drug purchases by police within eight days led Waukesha County prosecutors to charge a Milwaukee man with seven felonies relating to the possession, manufacture, delivery and/or sale of heroin and narcotics.

Confidential informants, under the guidance of Waukesha police officers, spent $2,660 to buy drugs from Dalandric Manuel, 35, of Milwaukee, according to a criminal complaint.

Felonies levied against Manuel on Monday in Waukesha County Circuit Court are:

  • Manufacture/deliver heroin (<= 3 grams), second/subsequent offense
  • Delivery of schedule I or II narcotics, second/subsequent offense, three counts
  • Possession of narcotic drugs, second/subsequent offense
  • Possession of THC, second/subsequent offense
  • Maintaining a drug trafficking place

Confidential informants made four separate buys from Manuel, beginning on March 8. In that instance, the informant bought $200 worth of heroin, paid for in the parking lot of an area gas station and picked up at a grocery store.

Subsequent purchases included:

  • March 12, $500 for 25 Oxycodone tablets, at a grocery store.
  • March 13, $200 for 10 Oxycodone pills; the deal was done near a local business.
  • March 15, $1,760 for 88 Oxycodone pills; the deal was done at an apartment complex.

After the final deal, officers arrested Manuel as he began to back his vehicle out of the lot.

According to online court records, Manuel was previously convicted five times for operating while intoxicated and served a year in prison for the fifth.
