A 35-year-old man, a registered sex offender, is being released into Waukesha after a jury decided that he was not a sexually violent person.
Reginald A. Rigsby will live at 1356 E. Moreland Blvd., Apt. 1B, according to a news release from the . He will be released Monday.
The Wisconsin Department of Justice lost in June its two-year fight to have Rigsby committed as a sexually violent person after he served eight years in prison for a Waukesha County burglary in 1998 “that was sexually motivated,” states a news release from DOJ.
“Reginald Rigsby has a history of masturbating in public while looking at or talking to adult females,” states the news release from the Waukesha Police Department. “He has tried to grab women in the past while masturbating. He has also hidden himself in public areas designated for women, such as bathrooms, changing rooms and saunas.”
Rigsby is described as being 5-feet, 8-inches tall and 160 pounds. He has a piercing in his left and right ears.
The following are the rules of his release:
- Life registrant on sex offender registry
- Face-to-face registration with law enforcement
- No unsupervised contact with minors
- No taverns/bars/liquor stores
- No contact with victim
- Not to purchase, posses or consume alcohol or illegal drugs
- Comply with sex offender rules
- Be on GPS monitoring while under supervision
