Sex Offender Released After Commitment Efforts Stumble

Reginald Rigsby, 35, was in prison for a "sexually motivated" burglary. However, a jury found that he was not a sexually violent person.

A 35-year-old man, a registered sex offender, is being released into Waukesha after a jury decided that he was not a sexually violent person.

Reginald A. Rigsby will live at 1356 E. Moreland Blvd., Apt. 1B, according to a news release from the . He will be released Monday.

The Wisconsin Department of Justice lost in June its two-year fight to have Rigsby committed as a sexually violent person after he served eight years in prison for a Waukesha County burglary in 1998 “that was sexually motivated,” states a news release from DOJ.

“Reginald Rigsby has a history of masturbating in public while looking at or talking to adult females,” states the news release from the Waukesha Police Department. “He has tried to grab women in the past while masturbating.  He has also hidden himself in public areas designated for women, such as bathrooms, changing rooms and saunas.”

Rigsby is described as being 5-feet, 8-inches tall and 160 pounds. He has a piercing in his left and right ears.

The following are the rules of his release:

  • Life registrant on sex offender registry
  • Face-to-face registration with law enforcement
  • No unsupervised contact with minors
  • No taverns/bars/liquor stores
  • No contact with victim
  • Not to purchase, posses or consume alcohol or illegal drugs
  • Comply with sex offender rules
  • Be on GPS monitoring while under supervision

Please understand that such abuse could potentially end law enforcement's ability to do community notifications.  We believe the only person who wins if community notification ends is the sex offender, since sex offenders derive their power through secrecy.

Why the hell would the polic let this man out of jail knowing what he is capable of. We have chlidren and they dont need to be seeing shit like that. This man is a danger to the people I. Waukesha and should be in some mental hospital or kept in confinement

Aren't there already enough sex offenders in Waueksha? We really need to have one more? Good Lord... what is wrong with this jury that decided he's not "sexually violent"? What does it take to be considered "sexually violent"? Do they consider him "sexually violent" only after he's raped and murdered 10 women and buried their bodies in the basement of his apartment building? There's only one cure for sex offenders....and that involves a bullet to the brain. End of story.

Why are you blaming the police for his release? The man was locked up for years, the Department of Justice was trying to send him to a mental hospital. He went to a jury trial and it was the jury's determination to not confine him in a mental hospital.
Unless sentencing laws are changed, once a person serves his or her sentence, the person is released from prison. The police have nothing to do with that.

He is yet one more reason to go and get your CCW permit and be up to date on Castle Doctrine, so when he repeats, if you are the intended victim you can put a permanent stop to him as long as you are defending yourself.

He wasn't just deposited here [like a lot of them are]...he is back where he always lived. We tried to give him a "Headstart" but only had this well behaved kid until he was 5.

I agree that the folks at this Kwik Trip are great at assisting disabled people like myself but IRead More disagree that all Kwik Trips are helpful. There is a law that all gas stations are to assist you if you have disabled plates or a hanging placard if you press the help or disabled key on the pump. If there is no key (and I think all must have them by a certain date) then you are to honk horn twice and if there are at least 2 employees on duty, they are to assist. The K/T on St. Paul is useless. I've waited there, watching at least 3 employees mill around the counter with 1 or 2 customers and ingnore me. The Grandview station same but I haven't tried them in a few months. The worst station for that is whatever the one on St. Paul and Prarie is. I pulled in to see a female worker standing on side of building smoking. When she went in she was greeted by a male worker and I was ignored by both. I'd like to do a survey on how helpful each gas station is to the disabled. Kudos to Fleetfoot Kwik Trip! Whatever they got they should share with their brethren. I would rather give my $ to K/T because they are WI based and they donate regularly to the Salvation Army

I cannot recommend a company that refuses to stand behind its own product, much less pick up the phone.
