Man Charged for Fighting at Waukesha Homeless Camp

Suspect had allegedly joined the homeless men to drink beer at the camp when the fight broke out.

A 46-year-old Waukesha man is facing a felony charge for allegedly beating up a homeless man after he went to an encampment to drink with them, according to a criminal complaint.

Jeffery J. Gulan was charged in Waukesha County Circuit Court Wednesday with one count of substantial battery. If convicted, he faces up to three and a half years in prison and $10,000 in fines.

According to the criminal complaint, at 11:29 p.m. Tuesday officers were called to a homeless encampment in the 1300 block of Lincoln Avenue near the New Berlin bike trail on report of a battery complaint and found a homeless man beaten up.

The victim told investigators he had been beaten up by a “guy named Jeff that lived on Barney Street,” but the complaint states it was difficult to get information from the victim as he was highly intoxicated.

Officers made contact with Gulan at his home in the 400 block of Barney Street, who admitted getting into the fight with the victim after going to join several of the homeless man at the camp to drink beer, the complaint states.

The complaint states Gulan had a blood alcohol level of 0.17 percent at the time of the incident and the victim had a blood alcohol level of 0.28 percent.
