At 3:50 a.m. April 21, a man living in the 2400 block of Fox River Parkway noticed it was cold in his house, so he went downstairs to shut his patio door, but when he got down there, he saw a man sitting on the top of his basement steps mumbling to himself.

The man called police and followed Mitchels into his garage, where he sat down. When the officer’s arrived, Mitchels, who was wearing swim trunks, a t-shirt, bathrobe and socks with no shoes, tried to get up, but appeared heavily intoxicated.
