Carroll University Peeping Tom Had Binoculars, Police Say

A 35-year-old Waukesha man is charged with felony marijuana possession and disorderly conduct. He told Waukesha police officers he was using binoculars to look into student rooms at Carroll University, according to a criminal complaint.

A 35-year-old Waukesha man who told police he was using binoculars to peer into student rooms at Carroll University's Swarthout Hall is now charged with felony possession of marijuana after police say they found marijuana in his vehicle, according to a criminal complaint filed Tuesday in Waukesha County Circuit Court.

Isaac R. Garcia was charged Tuesday with possession of marijuana-second offense, possession of drug paraphernalia and disorderly conduct. If convicted, he faces up to one year and 10 months in jail and $11,500 in fines.

Waukesha police officers made contact with Garcia at 9:21 p.m. Feb. 12 after it was reported he was sitting in a parking lot at a Carroll University resident hall at 221 N. East Ave. He was in position to see inside a student’s dorm room and had binoculars in the vehicle, according to the complaint.

Police found binoculars, marijuana and a bowl with a pipe in the vehicle, according to the complaint.

Garcia told the police officer he was “packing a bowl,” the complaint states. He later admitted he was using the binoculars to look inside the dorm rooms.

Garcia will make his initial appearance in Waukesha County Circuit Court on April 29.
