SMOKEY HOT MESS

I can not afford a home.

I rent an apartment in Waukesha, WI which is find by mean EXCEPT it has turned in to a ashtray. Wait! An enclosed ashtray. If it's nice enough to open the patio the guy downstairs is smoking. If it's not, he is smoking inside (basically just rises up to my apartment and I believe he does nicotine bongs). Since the recent heat wave everyone is inside .... SMOKING! ...without opening their windows, patio's etc. I have an autoimmune disease that I would like to health it away but these living conditions just make it worse.  Many children live here.

I have searched a number of times and have yet to find smoke-free apartments in the area that are not designated for seniors.

It is great we've moved forward with smoke free restaurants, bars and sidewalks but I actually live, sleep and sometimes work in my home.

Is there anything I can do to get the ball rolling legally for smoke-free living conditions in this city? I have done everything in my power to improve my specific situation. We have 3 air purifiers, plug ins candles .... I'll admit my nose is sensitive but it's just a cloudy lost cause here.
