Man Caught in Frame Park With Taser, Meth and Synthetic Marijuana

Suspect tells officers he's overdosing on "DOB" and is taken to the hospital before arrest, according to criminal complaint.

A Hartland man is facing charges after he was found in Frame Park carrying an Taser with synthetic marijuana in his pockets and methamphetamine in his truck, according to a criminal complaint.

Thomas J. Sutherlin, 24, was charged in Waukesha County Circuit Court on Wednesday with one count of possession of a narcotic drug, one count of possession of an electric weapon, one count of carrying a concealed weapon, one count of possession of a synthetic cannabinoid and one count of possession of drug paraphernalia. If convicted, he faces more than 10 years in prison and $31,500 in fines.

According to the criminal complaint:

At 10:46 p.m. March 16, a Waukesha police officer on patrol spotted a truck and another vehicle parked at Frame Park despite the fact the park was closed. The officer then saw Sutherlin jump out of the bed of the truck and begin to walk into the park.

Sutherlin was sweating profusely and acting very bizarre. He was patted down by the officer, who then found synthetic marijuana, a pipe and a Taser on him. Sutherlin then told the officer he thought he was overdosing on something called “DOB” and he was then taken to the hospital for treatment.

A woman, who was also there, told officers she and Sutherlin live out of the truck. The officer searched it and found a methamphetamine-type substance in tinfoil.

He’s currently being held in Waukesha County Jail on $2,500 bond

Where would he get a taser from (class H felony without a CCL)? The only way you can get one is with a CCL (which I highly doubt he had).

I'm going to guess that these are available on-line. Never looked into it myself, but you can get pretty much anything on the web!

Joseph,

Where does a drug user get Oxycotin or Vicodin? Those drugs are illegal everywhere without a prescription?

Not quite sure what point you are trying to make?

Do you realize that people who get legal presciptions turn around and sell them? If a person does not really need the painkillers and is not addicted to them, they are worth a lot of money to people who are addicted.
