Internal Audit Finds Waukesha County Clerk's Office Owes Municipalities for Dog Licenses

Nine recommendations for improvement and changes have been identified into operations in Waukesha County Clerk's office.

 

An operational audit into the Waukesha County Clerk’s office has found several issues in the department, including approximately $27,000 that is owed from the office to municipalities for the sale of dog licenses.

Nine recommendations for improvement have resulted from the audit of the office that is run by Waukesha County Clerk Kathy Nickolaus, who has been publically embattled since she failed to turn in the unofficial City of Brookfield vote count in a  close State Supreme Court race. The April 2011 election fiasco caused challenger JoAnne Kloppenburg to declare victory over incumbent Justice David Prosser. The tallies from Brookfield gave Prosser the needed votes to win the election.

“Internal Audit has discussed the findings and recommendations with the Waukesha County Clerk’s Office management and they are generally in agreement with the findings and recommendations,” a memo from Lori Schubert, Internal Audit manger for the county. “Management’s responses to each recommendation are incorporated into the body of this report. Internal Audit appreciates the cooperation extended by the management and staff of the Waukesha County Clerk’s Office.”

The county board’s Executive Committee will discuss the audit during its meeting at 8:30 a.m. Monday.

Staff in the county clerk’s office recorded marriage licenses with a single user ID and password, which violated county policy and is considered a poor security practice, according to the document. The IT Division has made the necessary changes to fix the problem.

Municipalities were shortchanged about $27,000 during the past several years for the sale of dog licenses, the document states.

“Several errors were noted in reconciling the balance sheet general ledger account used to record and monitor dog license,” the document states.

As a result of the audit, the clerk’s office will be refunding the municipalities the money that is owed. The clerk’s office is also changing its process in collecting dog licenses.

Now here is a scandal I can't defend Kathy against. For the record, who are the suckers that buy dog licenses?

I guess they're the people who obey the law that your dog be licensed? Dogs that run loose can be a danger and a nuisance, which is a good reason for licensing them. It's also a protection for the dog if it's lost.

Dog tags are just another tax to generate revenue that suckers go out and get. I will never let my dog wear a noisy tag around his neck looking like the common man's pet or give the village a dime.

Instead I support private business and technology. A $30 microchip goes 1000x
farther than a stupid metal tag.

Thank you Steve. You understood. I have microcips and don't need to give the village any more money than I'm forced to. Not when there is a garbage surcharge on top of high property taxes especially.

Microchips are fine. But the Cops want a simple way to ticket you for "dog at large". I don't doubt that your dogs don't roam the neighborhood, but some people think it is a perfectly acceptable way to avoid cleaning up after their pooches.

Yeah right. Buy some $1 tags at the pet store. My dogs are inside dogs so I don't worry about them being a nuisance. I'll keep that "tax" to myself.

Nate it is the law, having tags approved by the Village is protection for other residents in case they are bitten- the license will help to identify if the dog has had a rabies shot.
I just wonder where the dogs are going to carry the battery to light up the license plates?
