HR Committee To Discuss City Administrator Search Firm
Waukesha Common Council approved funding for city administrator position during the 2012 budget process.
Now that the city’s budget controversy has come to a close, the next step is to begin the hiring process for the next city administrator.
Director of Community Development Director Steve Crandell has been acting as city administrator since August when Lori Luther left for a position in Peoria County, IL. While some attempts to remove the city administrator position from the 2012 budget were made by Alderman Eric Payne to save money next year, the Common Council agreed to staff the position beginning March 1.
The Human Resources Committee is meeting at 6:30 p.m. Wednesday at City Hall to discuss the “process for evaluation of executive search firm proposals for recruitment of city administrator.”
Mayor Jeff Scrima has agreed Waukesha needs a city administrator, but the exact job description could become controversial. The city administrator historically has been in charge of the day-to-day operations of City Hall and developing the budget. Scrima, during Wednesday night’s budget discussion, said it’s the mayor’s job to be in charge of the operations of the city.
The Common Council in 2010 removed the mayor’s supervision and evaluation powers over the city administrator position after Scrima clashed with the city administrator during the first few months after he took office.
Scrima wants the council to change its previous decision to strip his supervisory role of the city administrator.
“This is for the purpose of conforming to Wisconsin State Statutes and returning to the citizens the right of being able to hold one person directly accountable for the day-to-day operation of city government,” Scrima told the council during a meeting this summer.
When Luther left the city, she left this final statement and word of advice regarding the situation with the Common Council:
“In regard to the closed session relating to direct supervision of the city administrator, the reason for confidentiality of personnel matters is largely for the protection of the employee. However, this clearly did not prevent retaliatory tactics from being pursued. That said, I believe that the time period for the need for confidentiality has expired based on my departure and I do not object to the council sharing any information about the events that led up to that decision.
“I am concerned about potential liability and/or litigation should the reporting structure be reverted. If you take the emotion out of the equation, the professional standard is for the chief administrative officer to report to the policy making body. It is that individual’s responsibility to implement the policies lawfully formulated and adopted by the Common Council. In situations where the elected officials area at odds with one another, it places the administrator in an impossible situation.”

Based upon how this story was framed, it appears as though the writer is looking for future contraversy. Fortunately the citizens can see through this.

The next candidate for this position is walking into a virtual buzz saw. Labor contracts expiring with ACT 10. The certainty of controversy with the pursuit of Milwaukee water. The huge number of Waukesha alderman with terms near expiration in 2013.
Hasn't it been peaceful without Waukesha's last city administrator around? Alderman Payne was right.

Having an administrator like Lori Luther usually prevented the foolishness that we saw during this year's budget debacle. She came in prepared with a commonsense budget and there was little to do but tweak the fine points. Scrima presented ridiculous ideas, flip-flopped, showed little leadership, dissed city employees, and sat on his throne with his smirk on his face, refusing to answer questions. He held the budget hostage until the last possible minute, forcing the aldermen to do all of the work in order to get the tax bills out on time. We are in desperate need of a new city administrator, one with the same duties as the last, and one who reports to the Council. Unfortunately any qualified administrator who might have an interest merely needs to Google the words Waukesha and City Administrator to see what a snake pit they would be walking into.

Lori Luther reported to Larry Nelson, the Mayor. Larry Nelson was a government union employee. Do you really think Lori Luther would would ever present a budget with the tools given to her by Scott Walker? Scrima did but 9 alderman voted for a "Recall Walker" budget.
The Council for Waukesha can structure government however it deems fit. But as things are shaping up, the crystal ball says major changes are in the wind for 2013.

You're right, Tootsie. Reasonable people have realized the mistake they made electing Mayor Scrima. Assuming we get a qualified candidate, he should lose by a landslide.

You're funny, Tootsie. I don't support the recall. Not that it matters, but I voted for Walker and would again. I suggest you look up the term "confirmation bias", and next time you are talking at your kitchen table, you may want to discuss the continued erosion of support for the Mayor in the City. He has managed to anger people from all points in the political spectrum.
