UPDATED: Employee Contacts Police Over Mayor’s Driving

Information technology employee alleges that the mayor nearly hit him in City Hall parking lot. The mayor response was that the employee seemed to be “in a daze.”

A city employee alleged Friday morning that Waukesha Mayor Jeff Scrima nearly hit him with his vehicle as he was walking in the City Hall parking lot, according to a Waukesha Police Department call log filed this morning at 8:51 a.m.

Scrima did not speak with Derek Knox, the employee in the information technology department, after the incident occurred, the call log states. The incident occurred Thursday afternoon.

Deputy Police Chief Dennis Angle spoke with the mayor about the incident who told Angle “the pedestrian appeared to be in a daze and unaware of his surroundings as Scrima pulled into the lot. Scrima stated that had he not stopped his car the pedestrian would have walked into his vehicle,” the call log states.

Knox, however, said he believed the incident was intentional as the mayor had eye contact with him and didn't stop until he was close to Knox.  Knox also said the mayor did not check to see if he was OK following the incident.

"As I looked up, the other car was coming toward me," he said. "I had to jump out of the way. ... I wasn't dazed at all. If I was dazed, I wouldn't have gotten out of the way."

Knox reported the incident to the city's Human Resources Department, as well as the police department. The police department matter is officially closed, according to the call log comments.

Scrima provided this e-mail to Patch, which he said he also sent to Angle.

I am writing this email to record something I observed this afternoon at 3:30 pm. While pulling my car into the city hall upper parking lot, Derek Knox walked into the parking lot. I stopped my vehicle to let him pass and in doing so I observed that he appeared to be in a daze and unaware of his surroundings. Had I not stopped he may have walked into my vehicle. Thankfully I did stop and I had no contact with Derek.

"Furthermore, since nothing happened I did not feel it was necessary to tell Derek to watch where he was walking," Scrima wrote in the e-mail to Patch.

If this was Milwaukee County there would certainly be a secretive John Doe investigation to get to the bottom of this. I can predict the outcome, Scott Walker was both driving the offending car as well as walking in a daze in the parking lot.

If this Knox gentleman was really in a "daze"" as tha mayor says, why wouldn't he have stopped to see what was wrong with the man? Especially concidering that he was a fellow city employee, and working and proceeding to enter in the same building. Also, if the mayor DID stop his vehicle to let a "dazed" and "unaware" man continue to walk in front of him, why not check to see if the man was okay at this point in time? Again, especially concidering he is a city employee as well, who also works in the same building. It just doesn't make sense.

Doesn't the law require drivers to yield to pedestrians. Maybe Knox wasn't in a "daze" simply expecting the Mayor to obey the law and or show courtesy to a pedestrain and yield the right of way. Sounds like an abuse of power at most and at least a lack of courtesy on the Mayors behalf. It being a city hall parking lot seems like the Mayor would assume he was a city employee; if he suspected a city employee was in a "daze" and jepordazing his safety by walking into traffic- what kind of Mayor wouldn't check to make sure his colleague was ok and not suicidal or ill?

Let's cut to the chase here. The Mayor must have been distracted when he turned into the parking lot. The reason for his distraction? He was dreaming about where he would place the 4'x10' plastic guitar near City Hall.

It's comical that the Mayor writes in an email to Patch stating "Furthermore, since nothing happened I did not feel it was necessary to tell Derek to watch where he was walking." But then earlier he states that Derek Knox "appeared to be in a daze and unaware of his surroundings" - If that's truly what he believed then why wouldn't he have initiated any verbal contact with this city employee to see if he was alright? He clearly was not concerned about this employee at all, and if the employee was dazed & unaware of his surroundings then how was he able to jump out of the way of the Mayor's vehicle? Then the Mayor says the city employee would have walked into his vehicle had he not stopped. Traffic needs to yield to pedestrians Mayor!

Regardless, I'm still confused as to why the Mayor wouldn't have expressed any concern over this city employee. Maybe the employee was dazed AFTER the Mayor nearly hit him with his vehicle, he had to jump out of the way, and the mayor failed to show any concern. Had the mayor expressed some concern and handled the situation differently, I'm sure this would not be a story on Patch. Instead the city employee believes this was done INTENTIONALLY and it seems as if he handled it properly by not expressing anger at the mayor and instead reporting the incident to the Human Resource & Police departments. The Mayor has shown little respect for city employees & this is another example.

This is ludicrous . First and foremost, as stated in many of the above posts, all drivers, including the mayor, need to yield to pedestrians. It sounds like the mayor was dazed and confused, do we need to enroll in drivers Ed 101? Come on, let's keep our city safe and be aware of our surroundings .

The rest of the story... the city employee who made these allegations is the same employee that has filed over 100 complaints against the City of Waukesha - most of which are allegations against fellow Information Technogloy co-workers... interesting... (feel free to verify this with open records and interviews)

If the Mayor's behaviour is any reflection of other city employees or departments, its not suprising that there are other complaints on file. The number of complaints filed by this gentleman casts the Mayor's behaviour in a new light - "INTIMIDATION" for being a thorn in the side of his administration.

this mayor reminds me of a jerk I knew in high school who always blamed others for his own short comings, noone likes to be called insensitive or irresponsible, it sucks...especially when you WERE irresponsible and insensitive. Its like when someone holds up a mirror to an ugly person... the ugly person doesnt hate that they're ugly, they hate the person holding the mirror....

IT department... Derek might have had his IPOD plugged in and was madly texting someone about the plot to run him over.
BTW, what's he doing wandering around the parking lot at 3:30 in the afternoon? The IT department is open for business until 4:30. Sounds like he was trying to sneak out early....perhaps he should receive a citation for inattentive slacker walking...

I really don't believe it would be asking too much for a Mayor to check on someone based on what we know. I find it very interesting that the Mayor would generate a response to the Patch but not to the individual that he described as ”being in a daze and not paying attention”. I would also like to know how this would be handled if the roles were reversed and the Mayor contacted the Police and claimed a motorist was driving inattentively, would there be more emphasis placed on pedestrians having the right of way? I would venture to say yes.

Like all the other comments, I am also having a difficult time understanding the actions of the mayor. If the mayor claims his actions prevented him from hitting Knox, then his next action should have been checking to see if the employee was ok. The mayor never stated that he checked on the employee later in the day, at the conclusion of his shift or even the next day. This clearly shows the type of mayor the city of Waukesha has in office. A cold, heartless individual with no compassion for others.
