Drug Overdose Death Under Investigation in Waukesha
Officers found a syringe and a spoon in a shoe in apartment where 30-year-old Shawn R. Ropel was found not breathing Nov. 29.
The Waukesha Police Department is investigating a drug overdose death after a 30-year-old man died after apparently using a combination of heroin and Vicodin.
Shawn R. Ropel was pronounced deceased at Waukesha Memorial Hospital on Dec. 2 after being transported there by the Waukesha Fire Department on Nov. 29, according to Waukesha Police Lt. Kevin Kober.
“It is still an open investigation,” Kober said.
The police department investigators are waiting for the final toxicology reports before forwarding the case to the Waukesha County District Attorney’s office. It could take several months before those results are returned from the State Crime Lab.
Police were dispatched to 2702 Summit Avenue at 2:34 a.m. Nov. 29 after it was reported that Ropel was not breathing after overdosing on drugs, according to a search warrant affidavit filed in Waukesha County Circuit Court.
Officers with the Waukesha Police Department found Ropel in the residence where he was lying between a mattress and a wall. A spoon and a syringe were nearby in a shoe and a police officer also located synthetic marijuana and a white tablet in the residence, the affidavit states.
The woman who called officers to the residence told an officer she picked up Ropel around 7:30 p.m. Nov. 28 to drive him to Milwaukee to purchase drugs from a dealer. They bought four $10 bags of heroin and they each injected a bag while in Milwaukee, according to the affidavit. They returned to Waukesha at 10:30 p.m. where Ropel injected one to two additional bags of heroin while also using Vicodin, the woman told officers.
Waukesha Patch is not identifying the woman because she has not been charged in the incident.
Meanwhile, Ropel was on bail for another apparent drug-related incident. According to a criminal complaint, police were dispatched to complaint that Ropel was driving recklessly at Kohl’s Department Store where he nearly hit a pedestrian at 2:30 p.m. Feb. 16.
Officers conducted a traffic stop at East Moreland Boulevard and Springdale Road where they found Ropel, who had his hands bloody. Ropel’s hands were in his pocket, so officers ordered him to keep his hands out of his pocket. He emerged holding a knife, which he immediately dropped, according to the complaint.
While Ropel blew a zero on his preliminary breath test, officers believed he was under the influence of drugs and sent his blood back to the State Crime Lab.
Ropel was charged with carrying a concealed weapon, his third drunken driving offense and operating while revoked in the Feb. 16 incident.

Everyone is bashing him talk to his real friends.he did have issues as we all do.if Waukesha Co new that this was going on why not help.instead u put him in jail and send him home back to the same thing.who's fault is this really.kristina

We have all lost so many loved ones due to this horrific drug [and others like it] In the last two years, Kristina, you are so correct...I thank you for your statement, it has more honor behind it than any other misguided comments here-and truly the only one worth acknowledging. Unfortunately, Waukesha's response to what happened to Shawn is the norm, they don't help, they never did-it's all about brownie points and $$ for most of them-only helping themselves. RIP Shawn

...want to correct one thing, apologies to anyone who understood that this article is horrid, and all of these kids have a life outside of what the Wauk. PD reports-they always try to make them look bad, it makes the cops job easier.

All Waukesha County cares about is the money they receive when they can trap them into paying fines etc. instead of realizing and trying to help people. Waukesha County is by far the worst county for this. They don't HELP anyone just collect the paycheck! Another life gone who was already in the system and I'm sure showed signs to WCS and the court system while going through his current cases. Another great life lost Thanks Waukesha County you've certainly got this drug brigade on lockdown right???? I will miss Shawn haven't seen him for a year or so but was always a caring guy. You will be missed!!!

Wow this article gives him no justice... its something how the way you word things you can really influence people and misguided... especially when there no longer around the last thing I would want is to be remembered and talked.about like I was a bad person and only write my mistakes, sins, legal problems. Because you can make a saint sound bad.. everyone has made mistakes, sinned,ect...some more than others. I just feel Shawn was made to LOok pretty awful. Mentioning only his past mistakes breakn

This Article is just terrible. So fast to mention all the negative things about someone who was just looking for help,But don't mention how Waukesha has this growing problem with drugs and overdosing.That's all Waukesha County cares about is getting there money,fines ,ect. Another life gone who was already in the system and showed signs to WCS and the court system while going through his current cases. Shawn was a Loving,Caring person who just needed help.Everyone makes mistakes in their life But maybe you should look more into the Growing problem Waukesha has with drugs ,And we won't loose our loved ones because of the messed up system that Waukesha County has.

Im sad. My nephew is dead. The girl he was with didn't call the paramedics until 25 minutes later. The article is one sided. I am hoping for justice. Call the district attorney to demand the girl charged will seek the Len Bias LAw.

Kari, I just called and left you a message - I tried to call you before writing this article but there was no way to leave a voicemail when I called you. The police department needs the toxicology reports from the state crime lab – which can take months – before the DA can issue charges.
If you call me back, I am more than happy to share with the community who Shawn was. I can tell by your e-mail that you love him and will miss him a lot.

My heart is broken. My tears have dried up. My Godson and only Nephew is no longer with us. Shawn was not just another drug addict! He sought help for his illness the very day he died! He was an intelligent, caring, considerate, loving, respectful, much loved, beautiful young man! What a shame the system is. The other party that morning could've kept Shawn among us as well as the dealer who sealed his fate. Let's not forget Shawn.

My brother Shawn has been arrested for the same reason so many times and has never been given the resources to rid the drug demons. He has been given tickets that he cant pay. he has admitted himself to waukesha memorial 2x for anxiety and inability to breath caused from stress and sent back home. 1 yr ago Shawn was admitted to the waukesha pschiatric care when he OD on herion because he said he was trying to kill himself. He was there for 2 wks and discharged. Only to go back to his formal life style. Again he was arrested for being under the influence and put on probation, wearing an ankle braclet that detected change in his heart rate, warmth, and location. However, the day he OD and was not provided help in time to survive, he was wearing the braclet. I find it hard to believe that prior to this last heroin consuming day he was clean 100% of the time. He also had to have multiple drug tests done while on probation. This went on for many months. All this time he was declared clean?? HHMmm Hard to believe. So yes, there is not the right amount of help for those who need it and want it!!!

The girl that Shawn was with called me while I was at the hospital with Shawn. She was extrememly concerned about herself getting in trouble, as she should be. She was the one who provided Shawn with the killer heroin. She told me herself she was the one who got it for them both to do. The part that really upsets me is the amount of time she must of waited before she called 911. She said she called within 5 min. I dont believe this. Shawn was without oxygen to the brain for far to long for this to be true.
I also spoke to her father who has tried to get her help. He works as a nurse and has is able to have a few strings pulled for his dtr to get more help than Joe Blow out there. However he said even with his inside help, there is not enough care out there to provide an addict with a successful rehabilition and 99% of those who are addicted to heroin fail at becoming clean. Waukesha West high school is currently full of heroin dealers and users, more than any other waukesha school.

The police has a hold on Shawn while he was in the hospital even though he was unconscious and unable to breath without a machine breathing for him. Come on- really? No phone or visitors? Waukesha memorial was not very accomadating and made me take the time to call the detective on this case to lift the hold. The detective did lift the hold so friends could visit. In the newspaper articles I see a distant aunt was questioned and my father. I find it odd that I have not been questioned at all as myself and father were the closest ones to Shawn. I see they are waiting for the autopsy report to cont. the case. They has this girl Natasha in custody and released her hrs later, I do hope there is closure to this case and the deadly heroin batch does not kill any others while the police wait for the autopsy report.

Heroin has claimed the lives of so many of our talented young stars before their time, it's a shame, really. Blaming others won't help. I thank the Lord in Heaven above I myself have yet to succumb to my daily dose of that sweet black tar. The roughscrabble streets of downtown Waukesha provide no relief for my jones. It truly is a hard knock life for us.

I was mentioned in the article because I reached out to Sarah the editor for answers. It doesn't matter if I'm a "distant Aunt" which I'm not or a sister or father who were the closest. The results are the same. I tried contacting you Shannon the day I spoke to Sarah before the article went out to get your thoughts about your brother out in the article. Both numbers your dad gave me were disconnected. I asked your dad to call you. It doesn't matter any way. Shawn was loved by a lot of family members distant or close. Friends new and old. He will be missed.

waukesha used to have a program called D.A.R.E. It was to give awareness to young people about the dangers of these killer drugs. It was deemed to be to expensive to continue so now we just have prosecution and death.
