Barrett Calls on Walker to Come Clean on John Doe Probe

Milwaukee Mayor Tom Barrett says voters deserve to know if Gov. Scott Walker is involved in the John Doe investigation of county employees using taxpayer time to campaign for Walker's run for governor.

 

After reading from an email he says pulls an even darker shadow over Gov. Scott Walker, Milwaukee Mayor Tom Barrett said Monday it's time for the governor to come clean about a John Doe investigation now under way.

At a Milwaukee press conference, Barrett put more pressure on Walker to disclose his involvement in the investigation that centers around staffers from Walker's time as the Milwaukee County executive conducting campaign activities on county time.

The May 2010 email stems from when Walker aide Darlene Wink resigned from her county job after admitting that she posted online supportive messages for her boss' campaign on county time.

The email was written by Walker and sent to former aide Tim Russell, who has been charged with embezzlement.

"The people charged were some of Governor Walker's closest political contacts," Barrett said. "Media reports say thousands of emails have been turned over as part of the investigation. I call on Scott Walker to release the emails so the people can know their governor's role in the investigation."

A Barrett campaign staffer handed out copies of the email obtained as part of the criminal complaint against Wink. Referring to Wink, Walker wrote:

"I talked to her at home last night. Feel bad. She feels worse. We cannot afford another story like this one. No one can give them any reason to do another story. That means no laptops, no websites, no time away during the work day, etc."

Another issue raised by Barrett is the secret router supposedly installed 25 feet away from Walker's county executive office. Barrett read aloud from another email, this one sent from Kelly Rindfleisch, Walker's former deputy chief of staff, to Russell:

"I took the wireless down. It’s in my bag for now."

Rindfleisch has also been charged for her role in using taxpayer time for campaign activities. Barrett said the router being so close to Walker's office and so many associates having access to it raises a lot of questions.

"It's a simple question: Did he use it or not?" Barrett stated. "I've been asking that for weeks, even before the (recall) primary."

Walker's campaign could not be reached from comment on Monday, however, the governor briefly addressed the issue at an event in Madison, the Milwaukee Journal Sentinel reported.

"Most people will see this for what it's worth. They'll see this is a desperate campaign and a desperate candidate trying desperately to have people ignore their record of failure in Milwaukee and that our reforms are working," the newspaper quoted Walker as saying.

However, Barrett said the desperation is on Walker's side. The first sign of desperation, he said, was a "besieged governor" releasing new employment statistics before they were vetted by the federal government.

"The second sign is that Governor Walker is trying to run out the clock, hoping the election takes place before any further action by the district attorney," Barrett added. "It's incumbent on the media and the people to call on the governor to answer questions about his involvement.

"People have the right to know before the election if their governor was involved in this scandal," he said.

Barrett disputed the notion that his focusing on the John Doe investigation is "just politics."

"Scott Walker is the only governor in the country with a criminal defense fund that's paying for state and federal attorneys," he added. "You don't do that if it's just a clerical error."

Does Kris Barrett work for an elected official? No. She's not violating campaign law. That one's a straw man, a non-starter. Let's keep it real.

Concerning family connections, we have a Fitzgerald leading the state senate, a Fitzgerald leading the state assembly, and a Fitzgerald leading the state troopers (and taking a triple dip employee pension). The impact of one investigator's spouse on overall legal investigation is not an issue. Certainly this would have been vetted before the investigator was brought onto the case (lawyers are sort of smart that way). However, having one partisan family rubber-stamping ALEC and "someone-else's" morality legislation is an issue, at least for me.

I'm not a lawyer, but it is my understanding that it is illegal for anybody to discuss what is involved in a John Doe. The DA is the only one that can make releases when charges are announced for somebody. This has been going on for two years. By now if there was anything to find it would have been released.

Is Tom Barrett receiving a paycheck from the City of Milwaukee right now? Is he or is he not using taxpayer time to campaign for Governor? With all these press conferences is he actually doing his job as Mayor? Is he asking for a complete investigation into his wife's illegal use of MPS property to campaign? Give me a break! Lets focus on some real issues. If you expect us all to believe that no one in public office ever uses public time to campaign you might as well throw them all out of office.

The issue is not whether the elected official is campaigning on the taxpayer dime, but whether the non-elected employees are. Kris Barrett does not work in the office of an elected official in the way that Ms. Reindfleisch did.

At this point, there's nothing Scott Walker could say about the issue that will help him, in my view. If he again denies knowledge/involvement, the questions about his "laptop" email will again come to the forefront (That email suggests he was aware that there was non-standard issue equipment of some type in the office. The placement of the router would be telling, because the building is old and some of the walls are probably thick.). If he says, "I can't talk about it" some will consider that a confession. He's stuck. That's why it's an excellent strategy for Barrett to keep the issue front and center. I'd still like to know why Walker is spending $60,000 on a private criminal defense team when he has access to state counsel. That one fact is the issue that raises the red flag in my mind.

Brett, as I understand it the notification had to do with $11,000 missing from the Operation Freedom account when it was managed by the Order of the Purple Heart. Walker transferred the funds first to the Cudworth Post, then to the Heritage Guard, which is how Russell obtained the funds. Walker didn't approach the authorities about the Gardner donations, that was a second issue involving illegal campaign contributions. In early November 2010, the work computers of Russell and Wink were confiscated, and Walker's county and campaign offices were searched. In April 2011, Curwin Werwie, Walker's spokesman, was granted immunity for testimony. If my understanding of the timeline is correct, it was a crafty move to cry foul on Purple Heart as a means of wresting away the funds. Eyebrows were raised because the Cudworth Post was doing an excellent job of maintaining the funds. Heritage Guard is a preservation fund. The big issue was the double punch of taxpayer-funded workplace campaigning and illegal campaign contributions (Gardner).

Steve, Walker travels all over the country preaching the ALEC agenda and fundraising. New York, Chicago, Arizona, etc. He appears on Fox and whatever cable station will put him on, audio and/or audio/visual. That's just fact.

2. Scott Walker's numbers can't be verified until after the election. Right now it looks like a wash in jobs gained/loss. Still on track for 250,000 new jobs by 2212, except Walker claimed he'd do it in one term.

3. Deficit: Who knows? Walker claims it's balanced, then files a deficit with the federal government. And a projected cash shortfall. Now we have a surplus? Who would accept this bottom line flip-flop in a business setting?

4. Voter ID, link to back up that 70% please? There are, however, quite a few people who think disenfranchisement and denying others civil rights is perfectly OK, I suppose.

5. John Doe. Again, why did Walker hire a criminal defense team when state counsel is available to him? That's the question. Doing so created a PR nightmare, of which his benefactors are well aware. So why?

Just like Barrett is going to do on June 5th. He's got nothing to run with, his record in Milwaukee is abysmal. Barrett's asking the question that most reasonable people are, "Why did Walker hire a criminal defense team when state counsel is available to him?" The investigation is apparently continuing, so it's a bit early to dismiss it. Barrett's record in Milwaukee is pretty good, revitalization of the Menomonee Valley, workforce development, etc. More could have been done if Scott Walker's staff had focused energies on obtaining federal grants (which the Mayor's office isn't eligible to do). Milwaukee's problems (hypersegregation, loss of manufacturing) actually predate Walker and Barrett, but Walker could have done more.

Barrett has a Bachelors in Economics, a law degree, and Congressional experience. In my view he has far superior credentials for the office of Governor than a college dropout without national experience. "Just sayin"

You've obviously turned a blind eye to what Walker has accomplished as Governor so far, but can you honestly tell me what Barrett has done for MIlwaukee that would make anyone think he's qualified to govern the state? Unemployment in Milwaukee is over 10% (much higher than the rest of the state), unemployment is up twenty some percent overall, african american unemployment is up over 150%, the train debacle, terds still flowing into Lake Michigan, MPS etc etc. You said his record was pretty good. Which of those is the good part? Yea, he has a degree but that apparently didn't make him any smarter. I'll take accomplishments over the piece of paper any day. Walker has balanced the budget, there's a projected budget surplus, we have real job creation and so on. That's what matters. Quit blaming Walker for Barrett's failures in Milwaukee. And how about the Dims still running ads saying the state lost more jobs than any other. Those numbers were based on estimates from a 3.5% sample size and, by the way, are wrong. The real numbers are out, we gained jobs, yet Barrett continues to try and mislead the voting public. That's desperation. I'll be waiting for the JS to ask Tom about that after her loses the recall and the Gov't releases the real numbers. I'm sure that will happen.......... right after Barrett apologizes for lying to the voters.

4ward, on the contrary I have observed Walker's tenure very closely to-date. Milwaukee is a city of many challenges as anyone familiar with our history would know. The loss of manufacturing in the 80s left many unemployed, and with insufficient family-sustaining jobs to replace the gap the struggles continue. Increasing hyper-segregation/white collar flight removed income from the city's treasury. Between 1990 and 2000 the state population grew by nearly 1 million souls with the highest concentration in southeastern Wisconsin/Milwaukee. Increased healthcare and other costs impact the city budget as it does those in the private sector. I believe Barrett has done the best he could in such circumstances. I again point to the Menomonee Valley rejuvenation project, workforce development, etc., while keeping the city clean and welcoming for commuters and tourism. The sewer project was built long before Barrett took office. It works, there are more people and miles of pipe that aren't managed by MMSD. Walker, as County Executive, had the wherewithal to apply for additional funding for the city. He left his Park East Corridor plan unfinished. He was County Executive from 2002-2010.

Who even knows if the state budget is balanced? It flips, it flops. As do the jobs numbers. 250,000 new jobs by 2015 indeed.

Is polarization good for the majority? Don't you question a guy who says "I balanced the budget" then submits deficit projections to the U.S. Government? Who then announces a $143 million projected cash shortfall and then throws $28 million from the mortgage settlement into the deficit hole instead of hiring police or augmenting services as the money should have been used? And then turns around re-claiming to have a balanced budget, with, wait for it--a surplus? Who in the business community would get away with this? No one. Talk about "smoke and mirrors." Same with the jobs numbers. Claims 250,000 new jobs in his first term, brags about an ever-changing number of new jobs while ignoring those cut.

The democratic process is great isn't it (well except when you lose) then just run away from the state, bang on drums, waste taxpayer money with recalls and make up stuff about the winner. By the way, when Barrett lost the election, didn't he say that he respected and would honor the choice of the people. Yes, yes he did. Instead... he's throwing a tantrum. Gotta be proud to call him your guy. You may not like Walker but Barret, really. You should have run ole Russ Feingold out there.

Collective bargaining was the start of it, but I doubt we would have been able to muster enough signatures in November and December if Walker and the legislature hadn't kept going with Voter ID and a slew of conservative social issue legislation. Let's not forget the instances of crony-hiring that came to light(the big donor's son) and the 'irregularities' that happened with aides on Walker's County watch.

It is about jobs, no matter what figures you use. Scott Walker made some dramatic changes to collective bargaining and public worker compensation, giving tax breaks to the 'job creators' and funding them through cuts to people with lower incomes, who rely on such things as the state EIC, childcare subsidies, and BadgerCare to get by. This harsh policy was supposed to create jobs, so one would expect our job figures in Wisconsin to be dramatically ahead of the curve nation-wide. I don't think that even Walker's enhanced figures bear that out.

4ward, Randy is absolutely correct. The cavalier treatment of 200,000 Wisconsinites was part of the recall issue, not all. Tommy Thompson was a longstanding Republican governor, with some policies that were unpopular, so why no recall effort against him? Because, right or wrong, he loved Wisconsin. It's evident that Walker's loyalties are not with the state that allowed him to build a career, prosper, and succeed. Now that the real Scott Walker is exposed, next month we'll see how Wisconsinites view his special interest-favoring legislation, re-imagined definition of geological terminology, access of mortgage settlement funds to repair a budget error, Someone Else's Morality bills, and criminal defense team.

@Bren -- When Scott Walker won the election, I just shrugged and asked myself, 'How bad can it be?' I lived through Thompson, so this should be no worse. Yes, Thompson (along with Bill Clinton) reformed 'welfare' by changing it to workfare, but BadgerCare, BadgerCare Plus, the childcare subsidies and the EIC were designed to make work, even at a very low-paying job, more worthwhile than staying home on AFDC. It actually costs the taxpayers less to let a single mother stay home and take care of her own children.

Thompson, at least, was a 'compassionate conservative'. Scott Walker is the opposite. He's willing to make life harder for the marginal among us -- the working poor who depend on BadgerCare, public transportation, public education, and the EIC -- to free up funds for tax breaks to the most well-off.

This John Doe investigation is supposed to be secret until all the facts are gathered. Tom Barrett is a lawyer and should know that, but apparently he is as bad as an attorney as he is as a mayor! Desperate times call for desperate actions. After Barrett loses again how many recounts are we going to have to pay for. The whole situation and mud slinging by Barrett and the democrats is pathetic. We don't what to confuse you liberals with facts, but the facts are Wisconsin does not need Tom Barrett, more taxes, less jobs and having the unions call the shots with tax payer money. I think you forgot the previous US Attorney appointee by Bush was Steve Biskupic. The same Steve Biskupic who went after the Dems in the like of Senator George and a number of Democratic alderman. Did anyone cry wolf that Biskupic was biased? Also, Biskupic has defende the likes of SC Johnson Company from corruption because Sam Johnson was the number 1 contributor to the Republican Party. Funny, people forget the shoe fit then. Funny how Walker picked his former Republican prosecutor to help bail him out. Biskupic won't be able to save Walker. Anyone that has racked up $300k in total attorney expenses is NOT "cooperating" come on, we are not all that dumb but Walker wants you to believe this.

Truth be told, I believe this is a non-starter and who cares. The man is going to lose with or without his wive's questionable actions. What gets to me is the left's attempt to justify her emails as no big thing, which they aren't, but then crow about walker staffer emails. Utter hypocrisy. It's ok to bend certain rules as long as they are just little "violations".

Another John Doe investigation in Milwaukee County that involved Supervisor Thomas, so these allegations sure did seem to put a damper on Thomas’ comptroller campaign, which had garnered the support of much of Milwaukee’s liberal establishment, including Milwaukee Mayor Tom Barrett, Democratic Rep. Gwen Moore, and Democratic State Sen. Lena Taylor, not to mention Sachin Chheda, the Chair of the Democratic Party of Milwaukee County (who also happened to be Thomas’ campaign manager).

Fact: The FBI and the DA have NOT exonnerated Walker nor have they dismissed Walker saying he was not part of the criminal investigation, leaving Walker still open to getting charged with corruption. I guaranty if the shoe was on the other foot Walker WOULD have been charged, meaning Steve Biskupic would have charged Barrett already as he did Senator George who was Democrat and Biskupic Republican. The righties are crying foul but their Republican henchmen Biskupic went after the Dems didn't he? I find it funny he hired Biskupic because he probably anticipates charges from the US Attorney's office and FBI. Cindy Archer has not been heard from since the FBI raided her house and "rumor" has it they uncovered more evidence to indict her and Walker. She falls next with Walker. Walkers cronnies are POS that worked only 20 feet from Walker. So any lay person will know what the heck is going on only 20 feet from their office. I run a small business and if my employee is doing something illegal and I am only 20 feet away and can't see it, I am either dumb or unqualified to run my business. Let's see pedophiles, thiefs, illegal campaigning only 20 feet away. Cme on, Walker knew about the corruption and orchestrated it himself. Whay happens when the floor drops and Walker is charged? Why was there not a news article written about the John Doe being closed after 2 years and clearing Walker???

There were multiple articles linking Walker to the John Doe over the past years. Barrett even made false accusations during the recall campaign.
